All Ministry employees work full time and likely will not have time for another part-time job that's consistently 20+ hrs/week. However, if you want to say they are freelancing something in roleplay, you can. Just make sure it's not a conflict of interest, however (ex. Aurors should not also be private investigators).
Councillors are only part-time currently, so you can have another job if you are on Edinburgh or Lothian County Council.

All Ministry employees must be at least 18 years old.
If out of school for 5 years with appropriate life experience, they may skip Internship (Law) or be a Trainee for 1 less year (Auror & Obliviator).
Junior Assistant to the Minister may be a maximum of 25 years old.
Head Auror/Obliviator/Unspeakable must have been in their Department for at least 5 years.
Head of Department must have been in their Department for at least 5 years. If it is a Department that also has a Head Auror/Obliviator/Unspeakable, they must have been in their Department for at least 7 years.
Minister for Magic must have been employed by the Ministry for at least 10 years and be at least 35 years old.
Each country that has an Embassy within a particular other country has their office within the Ministry of Magic. If anyone in the Atrium claims to be going there, they will be escorted by Watch Wizards from that country safely to the office of the Embassy within the Ministry of Magic.
Ambassadors in an Embassy are stationed at a particular country for only 3 years before moving elsewhere. There are 3 main pathways one could pursue and must stick to that during their whole career: Consular (well being and safety of people), Economic (economic, trade, environment, etc.) and Political (high negotiation with foreign government officials).

wizarding government of scotland (WGOS) (est may 2022)
Scotland gained independence in May 2022. Prior to that, town councillors were set up in Edinburgh and Lothian County (Livingston, Falkirk, Dunfermline) from 2016-2022. All positions were held by the winners of general municipal elections (on site, anyone from Scotland could vote, though). Check the history claim (next post) for former town councillor positions.

All Parliawix are elected officials and decide on the laws of the country. Prime Wizard/Witch & Deputy Prime Wizard/Witch are also elected.
In elections, people vote for two categories: The elected official for their city/area and their choice for prime wizard & deputy prime wizard. There are no parties in this system.
Prime Wizard & Deputy Prime Wizard must be at least 30 years old. They must have served at least one term as a Parliawix.
Parliawix must be at least 20 years old. They may also hold a position in one of the departments, but not Head of Department. They must reside in their voting area.
Head of Department must have at least 5 years experience in that field.
Head of a sub-section must have at least 3 years experience in that field.
All Education & Welfare employees should be at least 25 years old and preferrably have a background in education, welfare, or healthcare (depending on the section they choose).
Wizarding Court Judges must be at least 30 years old.
Wizarding Court Lawyers must be at least 20 years old.
International Confederation of Wizards Members must be at least 25 years old.
Here is a comparison to the muggle voting divisions and the wizarding ones, since we don't need so many representatives. The Muggles have 32 divisions. Wizarding Scotland has 22 divisions.
