I am a newcomer, and have a few questions regarding the British Civil War rules. I have seen the criteria for increasing score, but are those all-encompassing? For example, would destroying a regular enemy building give the same amount of points as destroying their headquarters? Additionally, can major popularity shifts for a side impact their score? Additionally, how are victors of duels/skirmishes/battles determined? As taking hits are completely up to the writers, is there no way to keep both sides in check? Are character skills used in consideration of this (personally, I think this would be good. Players can write their own story, but something too unrealistic for their character wouldn't be allowed)?
Lastly, there are a lot of people who are technically with the NDS simply because they are neutral. Would you still earn points if they are convinced to, become a committed member (not neutral, agrees with Ministry and anti-Liberamach)? Just because I feel like having them be fully on your side is more beneficial to the faction than then being neutral: pro-ministry people won't help or give away to Liberamach, and pro-Liberamach people won't help/follow the Ministry.

Headquarters won't be destroyed so that won't be an issue. The Ministry already destroyed Liberamach's first HQ and murdered their leader and I'm not really interested in repeating plots so much.
As I include the number of people in each group at various times, that includes popularity.
Winners are determined by who is left standing essentially. It is up to the writers but also if they don't respond for I believe it's 1 or 2 weeks and a spell is coming at them, they get hit.
The skills are strictly taken into consideration in competitions. Otherwise are a good indication to others to support a character excelling in a certain field.
They would be worth points if they actually join the NDS as a soldier rather than just supporting it.
